I have used this the last month or more and highly recommend it when shopping online. You have to have a PayPal account with either a credit card or bank information to withdraw funds from. The way it works that I like is the "Generate Secure Card" option when your checking out of any site. It generates a one time only card and fills in the new card information for you that is then either taken from one of your payment options at PayPal so your actual card/bank information is only at PayPal not all over the Internet. I eliminated almost all of my information from sites I shop at and generate a new card every time now. I just paid my cable bill today with it too. It seems to be really a more secure way of shopping and keeping your information private. I love it too because it will fill in all your shipping info for you.
