I guess they decided to since KMart has had layaway for years and since Sears bought KMart, they decided to keep the layaway.
I used to use layaway every year when my children were young.

I also believe that since stores are having trouble giving away their credit cards this is a good way to get people to buy what they cant afford at the time...
The only draw back is that electronics are not allowed to be placed on layaway!
